Vietnamese authorities introduced a government blockchain platform that will serve as the foundation of the country’s digital infrastructure and will be integrated into the National Data Center by the end of 2025.
Vietnam officially launched NDAChain, a national blockchain system developed by the National Data Association and managed by the Data Innovation and Exploitation Center (under the Ministry of Public Security). According to the press release, NDAChain is designed to become a key verification layer within the national digital infrastructure and will be used in government administration, healthcare, education, logistics, and finance systems.
NDAChain is a permissioned L1 blockchain operating on a Proof-of-Authority consensus algorithm with integration of zero-knowledge proof (ZKP). The network is supported by a consortium of 49 validator nodes, including government agencies as well as local private companies. Some of these include:
- SunGroup, a major developer and operator of tourism and entertainment infrastructure;
- Zalo, Vietnam’s leading messenger and internet platform;
- Masan, one of Vietnam’s largest conglomerates with assets in food production and retail;
- MISA, developer of accounting and management software;
- Sovico, a multi-industry conglomerate with assets in energy, construction, banking, finance, and aviation;
- VNVC, the largest vaccination center network in Vietnam.
NDAChain’s performance reaches up to 3,600 transactions per second with low latency and high scalability. Each validator node holds a distributed ledger of transactions, smart contracts, and identity verification modules integrated with national ID systems. Thanks to its open architecture and standardization, startups and tech companies will be able to build their own verification services, anti-counterfeiting solutions, digital notary services, and other industry-specific applications on NDAChain.
Two key solutions are already operational on NDAChain:
- NDA DID, a decentralized identity system that allows citizens to verify their identity via the NDAKey app for participating in digital transactions, accessing online services, and signing contracts.
- NDATrace, a national system for identifying and tracing product origins. Each product receives a unique identifier according to GS1 standards, compatible with the European Blockchain Services Infrastructure (EBSI), enabling Vietnamese exporters to participate in global supply chains.
By late 2025, NDAChain is planned to be fully integrated into the National Data Center, and by 2026, scaled to regional authorities and universities. The next phase includes developing L2 protocols, workforce training, and expanding international cooperation.
The launch of NDAChain directly aligns with Vietnam’s ambitious plans to develop local blockchain initiatives, announced last October by Deputy Prime Minister Hồ Đức Phớc.
