Börse Stuttgart Wins EU Blockchain Trading License: But Is Europe Too Late to the Crypto Game?

The Börse Stuttgart Seturion platform has received authorization to operate as a regulated DLT trading and settlement system for tokenized securities, adding shared European market infrastructure to a sector still struggling to generate trading activity.

The license enables a faster settlement model, but the harder question is whether one platform can attract enough participants to address the market’s liquidity and interoperability problems.

Germany’s Sparkasse network, serving almost 50 million customers, now offers crypto trading in its banking app. Starting Oct 19, users can buy Bitcoin, Ethereum, XRP, Solana and Polygon via “Krypto: powered by Deka,” with custody by Börse Stuttgart. pic.twitter.com/TxXyiCjeyN

Initiated in September 2025, Seturion is designed to handle trading and settlement of digital securities. Blockchain-based delivery and payment can follow a trade agreement within minutes, compared with several days in conventional electronic securities trading; Börse Stuttgart estimates costs could fall by about 90%.

That efficiency case meets a weak secondary market. DLT bonds see little trading in Europe, leaving investors who buy them with few opportunities to sell before maturity. Faster settlement improves the plumbing; it does not, by itself, create buyers.

Seturion Targets Fragmented Infrastructure, Not Just Slower Settlement

The F.A.Z. report says KfW Treasurer Tim Armbruster has criticized the lack of interoperability between blockchains and the regulatory and technical fragmentation of digital capital-market infrastructure. KfW is one of the largest issuers of DLT bonds, and it argues that standardization is needed before efficiency gains can be realized at scale.

Seturion’s model is a settlement platform open to banks, brokers, and trading venues across Europe, rather than infrastructure limited to Börse Stuttgart’s own exchange. It supports public and private blockchains and on-chain payments, aiming to connect participants who might otherwise build separate, incompatible systems.

Reported partners include FlatexDEGIRO, through which retail investors can access digital securities, and Société Générale, which plans to issue and sell structured products such as certificates through the platform. Seturion also announced in March 2026 that Nasdaq’s European trading venues, particularly in Scandinavia, had connected to the system.

Those links give the platform routes to issuers, brokers and trading venues. The market test is whether those connections translate into repeat trading: without enough two-sided activity, tokenized securities can remain technically transferable while investors still face limited exit liquidity.

Börse Stuttgart News: The DLT Pilot Regime Sets the Framework, While Liquidity Remains the Test

The EU Council (@EUCouncil) set out a position on 9 October that would let more activity run through the DLT Pilot Regime, the EU’s DLT market sandbox.
The European Parliament (@Europarl_EN) must still agree.

The EU’s DLT Pilot Regime, effective since March 23, 2023, enables supervised trading and settlement of qualifying financial instruments on distributed ledgers. It is not a general license for unrestricted crypto trading.

ESMA lists Baden-Württembergische Wertpapierbörse GmbH as Seturion’s operator, BaFin as its regulator, and October 16, 2026, as the permission’s start date. However, 21X has operated an authorized DLT trading and settlement system since December 2024.

Seturion is therefore the first DLT-TSS licensed to a European exchange group, not Europe’s first licensed system. Its competitive advantage lies in connecting venues and networks rather than being first.

More broadly, regulation builds trust and controls risk, but market access and usable infrastructure determine whether digital-asset services scale, a theme also reflected in a European settlement initiative involving XRP and RLUSD.
